Title: BRITISH ADMIRALTY CHARTS.

Introduction: This series consists of published charts produced by the Hydrographic Office of the British Admiralty. The charts are listed below according to chart number (p. 7). Multiple editions of a chart are listed chronologically according to date of edition or latest correction.

Researchers are directed first to identify the numbers of the desired charts using Index Chart Q and then to consult the chart list (page 8) in order to identify the relevant call numbers. Copies of the charts have been produced in the form of 105 mm microfiche. These copies are arranged in call number order in the Map Reference Room. (Those few charts within this series which cover BC waters but do not appear on Index Chart Q are cross- referenced in the chart list to charts which do appear on the Index.) The chart list has also been sorted in title order (page 33).

Scope and Content Notes: Although the Admiralty Charts were designed to serve as navigational aids, they frequently contain extensive cultural and topographic information. Of particular interest to researchers engaged in native studies is the appearance on early charts of Indian villages and longhouses. Since the charts were usually based on new surveys, they provide invaluable information on the birth and development of nineteenth century BC coastal communities. Indeed, the charts often serve as the only available cartographic record of early settlements, and may depict such features as Hudson's Bay Company forts; prominent buildings and bridges; farms and field layouts; and railways, roads, and trails. A guide to the symbols and abbreviations used on the charts is available in Chart X,II.

The chart list identifies for each chart the edition date, as well as the date of the latest large and small corrections. Although the use of the terms edition and large and small corrections changed over time, the practice during much of the period in question appears to have been as follows. A new edition of a chart was generally produced only when the chart was thoroughly revised in content and style. When a chart received changes that were not so extensive as to require the preparation of new edition but were too extensive to be described in the Admiralty Notice to Mariners, the words "large corrections" together with the date of correction were entered near the bottom centre of the chart. When a chart was updated with changes that either appeared in the Notice to Mariners or were considered of no relevance to safe navigation, the words "small corrections" and the date of correction were entered in the bottom left corner of the chart. The number of the Notice in which small corrections were announced was sometimes also entered. Small corrections could be entered on the charts by hand, either at the hydrographic office itself or at the various agencies that sold the charts.

Finally, since this series brings together items from diverse sources including other archival record units, it includes a variety of charts annotated by the charts' original users. Items containing significant annotations are identified in the chart list, but researchers are warned that in many cases it will be impossible to identify the persons responsible for the annotations.

The British Admiralty published pilot guides or "sailing directions" which were based on original records submitted by the captains of the various survey ships as well as on other sources. The guides complement the charts by supplying narrative descriptions of hazards to navigation, landmarks, and facilities and services available at various settlements. A predecessor to the guides was Lieutenant James Wood's report on sailing conditions in the Juan de Fuca Strait, published in 1851 in the Nautical Magazine (NW 905 N314, pages: 316 - 320, 374 - 380). Available editions of the pilot guides include the Vancouver Island Pilot of 1861 (Maps/NW 623.8929 R515) and 1864 (Maps/NW 623.8929 V223 1864), as well as the British Columbia Pilot of 1888 (Maps NW 623.8929 B862br) and certain later years.

Biographical/Historical Sketch:

Pre 1800

By the late 18th century, British naval captains engaged in exploration were normally directed to conduct surveys and prepare navigational plans during their voyages. Formal provisions for coordinating the collection, compilation and dissemination of navigational information were made within the British Admiralty on 12 August 1795 when a Hydrographer was appointed. During the following decades it became regular practice for the Hydrographic Office to submit survey instructions via the Board of Admiralty to officers in charge of special surveying vessels or regular naval ships. These officers would transmit the results of surveys in the form of such records as ships' logs, tracings, and fair charts (manuscripts) to the Hydrographic Office which would compile the information and then publish the resulting hydrographic charts, either in- house or through a commercial publisher. Chart publication began in 1800.

1800 - 1846

When chart publication was initiated, the Hydrographic Office held the charts and sailing directions compiled from the 1792 - 1794 surveys of Captain George Vancouver along the coast of what would become British Columbia. Vancouver had incorporated into his charts the earlier surveys of James Cook (1778), navigational information gathered after Cook's voyage by participants in the maritime fur trade, as well as contemporary Spanish survey work. For decades after Vancouver's exploration, little additional Admiralty survey work was conducted along the northern Pacific Coast, although the Columbia River was charted by Captain Henry Kellet and Sir Edward Belcher in 1828, and Belcher took observations at Nootka in 1837. After 1843, the Victoria- Esquimalt area gradually became the centre for Admiralty survey activity in the area.

1846 - 1848

By 1846, the Oregon boundary dispute had prompted the Admiralty to station six ships on the coast, including the surveying vessels HMS Herald and Pandora commanded by Captain Henry Kellet and Lieutenant James Wood whose work constituted the first of the preliminary Admiralty surveys of the BC coast. Surveys of the Victoria and Esquimalt Harbours and along the Juan de Fuca Strait in 1847 and 1848 led to the publication of the first Admiralty Charts of the coast (see chart numbers 1897, 1901, and 1910) as well as the first detailed sailing directions (see Related Records note above).

1849 - 1856

Following the departure of the Herald  and Pandora in 1848, the only surveys conducted along the coast were those done by general service naval ships such as the HMS Virago under Commander James Charles Prevost. Most notably, gold discoveries in the Queen Charlotte Islands led Prevost, and the Master of the Virago, George Inskip, to produce surveys of harbours in the Islands, adjacent coastal channels, and the Port Simpson area in 1854.

1857 - 1863

The next major phase in the preliminary surveys commenced in 1857 with the arrival of Captain George Henry Richards, who had been appointed second British Commissioner for the San Juan Islands Boundary Commission. Richards, in command of the HMS Plumper, began his surveys in the vicinity of the disputed boundary and for the next several years was engaged in intensive surveying activity, spending the 1858 and 1859 seasons in the Fraser River, Burrard Inlet, Victoria and Esquimalt areas. Richards then moved counter clockwise around Vancouver Island and worked in 1861 off the west shore of the Island from the HMS Hecate, which replaced the Plumper. By the time of his return to England in 1863, Richards had also dispatched Lieutenant Richard Mayne for various survey activities ashore (including a 1859 survey of the Upper Fraser River) and had arranged for the chartering of the Hudson's Bay Company ship, the Beaver.

1863 - 1870

The preliminary surveying of the BC coast was continued by Captain Daniel Pender, who surveyed from the Beaver, working mainly in the area between the Northern end of Vancouver Island and the southern tip of Alaska. In 1869 Pender surveyed Burrard Inlet. By the time Pender completed his surveys in the fall of 1870, much of BC's waters had been opened to relatively safe navigation.

1870 - 1898

For nearly thirty years no Admiralty survey vessel was stationed on the BC coast for any significant period of time. After BC entered Confederation in 1871, Canada was pressed to assume responsibility for coastal surveying. However, the Admiralty agreed to conduct surveys on an as- needed basis on the understanding that the Canadian Government would bear half the costs. Between 1871 and 1881, the Admiralty therefore responded to Canadian requests for reconnaissance surveys of potential sights for the Canadian Pacific Railway terminus. The HMS Boxer was thus used for investigations in the Gardner Canal area and in 1877 Commander John Hammer made a sketch survey of the Skeena River entrance from the HMS Daring.

1898 - 1910

The Klondike Gold Rush and an increase in demand for Vancouver Island coal created a need for more accurate surveys. Consequently, the HMS Egeria was stationed at Esquimalt and began a period of resurveying for the purpose of creating larger- scale charts, particularly in areas near settlements. From 1898 to 1905, the Egeria, commanded in succession by Smyth, Simpson and Parry, was used to resurvey the waters between Vancouver Island and the mainland up to the Queen Charlotte Strait. In 1906, Egeria was sent to Port Simpson, the intended terminus of the Grand Trunk Railway, and began detailed surveys of northern waters, moving through Dixon Entrance, Brown and Edye passages, and Browning Entrance. The northern surveys were completed by 1909. In 1910 the Egeria was decommissioned and the Admiralty surveys of the BC coast had ended.

1910 - 1954

Although the Canadian Hydrographic Service published its first chart for the BC coast in 1909 and had placed a survey vessel on active duty by 1908, the British Admiralty continued to publish charts for BC waters until at least the mid- 1950s, using its own records as well as information obtained from Canadian charts. Indeed, in 1954, after the British had indicated that they wished to cancel approximately 90 BC charts, the Canadian Hydrographic Service had the production records for the charts transferred to Canada, since many of the chart areas were not yet covered by adequate Canadian surveys.
