The Bella Coola Pulp and Paper Company was impressed by this site because of its easy access to large amounts of clean fresh water for pulp making from the enormous waterfall and from the lake above the falls.

The Company decided to build a pulp mill and create a town where the workers could live. The saw mill was operating as early as 1909 and the pulp and paper mill went into production in 1917.

People moved to Ocean Falls because they could get jobs logging trees in the forest, and turning the fallen trees into lumber in the saw mill and into paper at the pulp mill.
