The records which comprise this unit were stored for many
years in a maintenance shop adjacent to the Parliament
Buildings. Storage conditions were less than ideal and in
1982 arrangements were made with the Premier's Office' to
transfer the records to the Provincial Archives. It was a
signal event, for the records provide documentation on
virtually all facets of provincial life over a thirty-five
year period. Additionally, the documents which make up GR-
1222 provide a valuable record of the administrations of
Premiers Tolmie (1928-1933), Pattullo (1933-1941), Hart (1941-
1947) and Johnson (1947-1952). The records fall- into three
main categories or series, namely Departmental files, Federal
files, and General files.
DEPARTMENTAL FILES (Boxes 1-93) consist principally of
correspondence between the Premier, his cabinet colleagues,
and other senior government officials. These files also
contain interdepartmental memoranda and official reports on
such topics as highway construction, education, and industrial
development.
FEDERAL FILES (Boxes 94 - 119) deal primarily with Dominion-
Provincial relations; they contain reports, notes, and
correspondence on such matters as immigration, defense, and
Indian affairs. Although much of the correspondence
originated from government officials in Ottawa, the files also
contain letters, pertaining to federal-provincial matters,
from private citizens. Replies were usually filed with
incoming correspondence.
GENERAL FILES (Boxes 120-240) deal with a great variety of
topics and interests, most of which were of local or
provincial concern: rural electrification, flood relief, and
unemployment are examples. It should be noted, however, that
General files were kept on coast defense, immigration and
colonization, and inter-governmental relations - topics which
also appear in the Departmental and Federal records series.
In addition to the three series, noted above, GR-1222 includes
RAILWAY FILES and Miscellaneous records. The former were
created between 1917 and 1945, during which time provincial
premiers held the office of vice-president of the Pacific
Great Eastern Railway. The latter includes applications for
employment, petitions, official reports, press releases, and
vouchers, as well as notes and speeches written by the Hon.
Byron Johnson (1948-1952).
For the most part, the files which comprise this unit are
fairly complete. Originally, however, the Premiers' papers
also included a substantial number of CONFIDENTIAL FILES. Few
of these files were among the records transferred to the
Provincial Archives in 1982. It is apparent, moreover, that a
number of the Premiers' files were separated at various times
from the main body of papers. For instance, Premier Tolmie's
official correspondence (which survives in GR-0441, vols. 292-
334 and in the Tolmie Papers at UBC Special Collections) was
originally a part of this unit; similarly, many of the
Pattullo Papers (notably vols. 62-73 of MS-0003) at one time
belonged with these files.
There are several ways in which researchers can locate
particular letters or investigate specific topics within this
large collection. The first and most direct method is to
consult the file list on-pp. 1-84 in this finding aid. As
will be seen, files are listed alphabetically and
chronologically by series, beginning with Departmental files,
1934, and continuing through to General-files, 1951. Box/file
lists for Railway and Miscellaneous records follow on pp. 84-
91. In all cases, the headings which appear on the files are
those used by the Premiers' office.
Researchers might also consult the subject index cards for
1933-1938 (Boxes 272 and 273), when looking for particular
items. These cards were kept alphabetically by subject
headings - e.g. "A" Miscellaneous Advertising, Alberta, etc.
Each card contains a summary of the correspondence filed under
its particular heading. Having located an item on a subject
index card, researchers should return to the file list in this
finding aid, so as to determine the number of the box
containing the relevant file.
A third method of locating material is to consult the Letter
Registers, 1933-1952 (Boxes 274 and 275). These registers
provide the dates of all incoming mail,, the names of
correspondents as well as a brief summary of individual
letters and despatches. Disposition numbers, assigned to all
incoming documents, were also recorded in the Letter
Registers, and these numbers may be of considerable help in
locating specific items within the Premiers' files.
Disposition numbers usually end with the letters "D", "G", or
"F" indicating that documents had been placed with either
Departmental, General, or Federal files. The set of letters
and numerals which precede the D/G/F letters refer to specific
categories within the three main record series. A letter from
Mackenzie-King to Premier Hart, for example, might bear the
disposition number "P-3-F." Such a number would indicate that
the letter had been placed among the "F" (Federal) files,
under the heading P-3 (Prime Minister of Canada). A list of
disposition numbers, along with corresponding subject
headings, is to be found in box/file list which is included
with this finding aid.
Finally, it might be noted that documents listed with the
Railway files (Boxes 243-250) bear their own, distinctive
disposition numbers. These disposition numbers correspond to
those which appear in the Railway Letter Register, 1928-1945
(Box 242).
N.B. Included with the Premiers' papers were sundry pamphlets,
brochures, magazine articles, and printed government reports.
These publications, along with the maps that were included
with some of the files, are available through the Access Unit
(library holdings). Photographs are also available through
the Access Unit (visual image holdings).
